„The cultural heritage of a people consists not only of the artistic creations preserved on its territory. Alongside items that belong to its materiality, the people preserves an everlasting moral right over all creations born within its borders but, in time, taken to foreign lands. It also expresses a legitimate interest in the historical sources and literary or artistic works produced by other people, which reflect parts of its past and, thus, contribute to a better knowledge of its culture and civilization. Within it, there is the first data-base of its kind that has been prepared in our country and, most probably, in world culture”, Virgil Cândea, 1991.
